02Project Background

UNHCR carries out refugee protection and assistance operations in Kenya, and its published Kenya information page covers services in Dadaab and other locations. This procurement covers Horseed Hormud and Undugu primary schools in the Ifo and Hagadera refugee camps, providing a 5 kW stand-alone solar PV system at each school and installing cooling fans and accessories at nine centres, in order to improve the availability of electricity at education and service facilities.

Kenya's Ministry of Energy and Petroleum is responsible for national energy policy, and the Kenya Power and Lighting Company (KPLC) is responsible for transmission, distribution and supply. Public materials show that Kenya promotes off-grid solutions such as solar mini-grids, stand-alone solar home systems and solar water pumps in remote areas not connected to the national grid, including through the Kenya Off-Grid Solar Access Project (KOSAP). The stand-alone solar supply for schools and service facilities in the camps is consistent with this broader direction of expanding off-grid solar applications.

The tender is issued as a Request for Proposal (RFP) on the United Nations Global Marketplace (UNGM), and offers are accepted only through that portal; as stated in the notice, offers not submitted through the UNGM portal are invalidated.
