02Project Background

The Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project in Nigeria (Project ID P170664) is financed by the World Bank with USD 500 million. The borrower is the Federal Republic of Nigeria and the implementing agency is the Federal Ministry of Education. The World Bank Board approved the project on 28 Jul 2020, and the closing date is 31 Jul 2028. The project development objective is to empower adolescent girls through secondary education and market-relevant skills training, and its themes cover access to education, education facilities, education governance, gender and climate adaptation.

This procurement covers the power supply component for schools under the project in Yobe State. The notice records that the Yobe State Government has applied for a World Bank credit towards the cost of the AGILE Project and intends to apply part of the proceeds to payments under this contract. Interested firms must provide information demonstrating the required qualifications and relevant experience to supply the solar power system. A contractor may associate with other firms to enhance its qualifications but must indicate clearly whether the association takes the form of a joint venture or a subcontracting arrangement; where a joint venture is formed, all partners are jointly and severally liable for the entire contract.

The Federal Ministry of Power is the policy-making arm of the Federal Government of Nigeria responsible for the provision of power, and oversees the Rural Electrification Agency. Nigeria announced a commitment to carbon neutrality by 2060 at COP26 and subsequently unveiled its Energy Transition Plan, which has been fully approved by the Federal Government; the Climate Change Act 2021 has been passed, and the Energy Transition Office supports the Federal Government in implementing the plan. Off-grid solar power supply for public facilities such as schools is an important means of improving supply reliability and widening the use of clean energy.
