The Digital and Energy Connectivity for Inclusion in Madagascar (DECIM) Project (Project ID P178701) is financed by the International Development Association with USD 300 million. The borrower is the Republic of Madagascar and the implementing agencies are the Ministry of Digital Development, Digital Transformation, Posts and Telecommunications (MDDDTPT) and the Ministry of Energy and Hydrocarbons (MEH). The World Bank Board approved the project on 30 Mar 2023 and the closing date is 31 Mar 2028. The project aims to increase access to reliable and affordable energy and digital services, with a focus on underserved communities, and is expected to benefit at least 10 million people. The project website lists three components: development of energy and digital infrastructure, improvement of energy and digital inclusion, and support to an enabling environment for green energy and digital infrastructure.
This tender is one of the material procurements under the project's 50,900 standard electricity connection programme. The notice records that the Government of the Republic of Madagascar has received World Bank financing for the DECIM Project and intends to use part of it to make payments under this contract. The contract is procured through International Competitive Bidding (AOI), open to bidders from all eligible countries under the World Bank Procurement Regulations for IPF Borrowers. A two-envelope process applies: the technical and financial offers are submitted in separate envelopes, the technical envelope is opened publicly at the opening session, and the financial envelope remains unopened until the second public opening.
The notice also records that, under the World Bank Procurement Regulations, the borrower is required to disclose information on the beneficial ownership of the successful bidder in the contract award notice, using the Beneficial Ownership Disclosure Form included in the bidding document. The delivery of the goods feeds into JIRAMA's service connection works and forms part of the DECIM Project's supporting measures for expanding electricity access.
