02Project Background
The Inclusive Development through Electricity Access Project (IDEA) in Togo is supported by IDA financing and implemented by the Ministry of Energy and Mineral Resources. Its World Bank project number is P176769; the project was approved in May 2024 with a planned closing date of December 2029. Its development objectives include improving the reliability of electricity supply, increasing access to electricity services, and improving the commercial performance of the distribution company CEET.
Reducing non-technical losses is a key element of improving the distribution company's commercial performance. Accessibility of distribution installations and metering equipment is a principal source of electricity theft and unauthorised interference with metering devices. Physical protection and access-management measures at MV/LV distribution substations and industrial customers' metering installations directly reduce such losses.
The subject of this contract is the supply of security protection materials for industrial customers' distribution installations: protection enclosures for metering equipment and transformers, reinforced electrical cables, and access-control items including security locks, security padlocks and seals, together with the corresponding installation services, in order to reinforce the CEET distribution installations serving industrial customers.
