The Senegal Energy Access Scale Up Project (PADAES) is financed by the World Bank under project P176620. The World Bank project page records USD 160 million in commitments, board approval on 8 March 2022 and a planned closing date of 30 June 2029, implemented by the Societe Nationale d'Electricite du Senegal (SENELEC). The project aims to increase electricity access in Senegal, with investment focused on modernising and extending the national grid. The notice states that the study is set against Senegal's national ambition of achieving universal access to electricity by 2029, and that SENELEC, with the support of its development partners, has engaged strategic investments aimed at modernising and extending the national electricity network.
This expressions of interest is issued by the SENELEC procurement directorate for a feasibility study on least-cost electrification of localities within SENELEC's perimeter that are eligible for medium-voltage network extension, together with the preparation of the subsequent works bidding documents. The notice states that the study covers 1,661 localities and about 4,391 km of medium-voltage lines, divided by geography into two lots. Lot 1 covers 861 localities and about 1,236 km of medium-voltage lines in the regions of Thies, Diourbel, Fatick and Kaolack; Lot 2 covers 800 localities and about 3,155 km of medium-voltage lines in the regions of Ziguinchor, Sedhiou, Kolda, Tambacounda, Matam and Saint-Louis. A consultant may express interest in both lots but may be awarded only one; where a consultant ranks first in both lots, the lot with the greater medium-voltage line length is awarded. The assignment is expected to last 15 months, plus one month for the consolidation report.
On 19 Oct 2026 SENELEC issued a clarification and postponement notice for AMI No. 35/2026, moving the deadline for submission and opening of expressions of interest to Wednesday 4 November 2026, with the time and place of submission unchanged. The notice also confirms that only expressions of interest are required at this stage, submitted separately for each lot and identified as such in the letter of submission, and that technical and financial proposals are not required at this stage; evaluation will follow the criteria in point 5 of the original notice for each lot in order to establish a short list for each lot.
