02Project Background

The Inclusive Development through Electricity Access (IDEA) Project (Project ID P176769) is financed by the International Development Association with USD 200 million. The borrower is the Republic of Togo and the implementing agency is the Ministry of Energy and Mines of Togo. The project was approved on 23 May 2024 and closes on 31 December 2029. Its sector composition is 90% energy transmission and distribution and 10% public administration in energy and extractives, and its theme composition places 100% under energy, comprising 70% access to energy and 56% energy policies and reform. The project seeks to expand access to electricity in Togo, raising the national electrification level through distribution network extension and the connection of new customers.

Electricity supply in Togo is delivered by the national utility, the Electric Power Company of Togo (CEET). Connecting new customers requires a complete set of service connection materials, including monophase and triphase conventional service cables, triphase anti-fraud cables together with their associated spreading kits, anchoring clamps for overhead service connections, and insulation-piercing connection connectors. This solicitation covers the supply of those connection materials under the IDEA Project, to meet the materials demand arising from connecting new customers to the grid. The notice states that the goods to be supplied consist principally of those four categories of connection materials, that the contract period is eight months, and that bids must cover all items and 100% of the quantities of each item.
