02Project Background

In the desert oases of southern Libya, dispersed water wells have long relied on diesel generating sets to drive submersible pumps. Fuel has to be transported over long distances, operating costs are high, and any interruption of the power supply directly interrupts water supply. Al Kufra Municipality lies in south-eastern Libya, and Well No. 1 covered by this solicitation is located within it, at 24°08′17.9″N, 23°13′13.3″E. UNDP Libya states in the notice that the objective of the project is to deliver a complete solar-powered water supply system that reduces dependence on conventional power sources and maintains uninterrupted operation under local environmental conditions.

The Renewable Energy Authority of Libya (REAOL) is the national body responsible for the development and deployment of renewable energy in Libya. It was established in 2007 by Decision No. 426, with a mandate that includes promoting the use of renewable energy in the country. Projects published by the authority show that converting water supply and power facilities in remote areas to solar systems is one of its priority lines of work. The solar-powered water well system procured under this notice is consistent with that direction.

04Key Commercial Terms

ItemContent
Contract FormContracts of this type for solar-powered water supply systems are normally awarded as lump-sum, single-stage delivery contracts in which the price covers design, supply, installation, testing, commissioning and training
Payment ArrangementComparable contracts are commonly paid against milestones, typically an advance after signature followed by payments on delivery of equipment, completion of installation and acceptance, with the final instalment released at the end of the defects liability period
Performance SecurityProjects of this type normally require a performance security expressed as a percentage of the contract price, generally provided in the form of a bank guarantee or an on-demand guarantee
Taxes and InsuranceContracts of this type generally place all local taxes, transport insurance and erection all-risks insurance on the contractor, to be included in the offered price
Quality StandardsEquipment is generally required to be offered with ISO or equivalent quality certificates, product datasheets and factory test certificates; on completion, performance is normally verified against the specified pumping capacity, operating head and daily water production
Time for Completion and ExtensionsThe contract period generally runs from the date of site handover, and any adjustment is normally subject to review and approval by the engineer
Defects Liability and WarrantyThe contractor provides a defects liability period of not less than twelve months and rectifies defects arising during that period at no additional cost to the employer, and delivers warranty certificates, operation and maintenance manuals and as-built drawings
Site Management and CoordinationWeekly site meetings are normally held during implementation, with additional meetings scheduled as required; the contractor submits a detailed breakdown of the installation programme within one week of accessing the site, together with weekly reports, shop drawings and a site logbook
