02Project Background
The Chad Energy Access Scale Up Project (PAAET, Project ID P174495) has the Republic of Chad as borrower and the Tchadienne d'Électricité and the ministry in charge of water and energy as implementing agencies. The World Bank Board approved the project on 24 Mar 2022 and the closing date is 30 Jun 2027, with IDA financing of USD 395 million. Following additional financing, total project financing amounts to USD 530 million, comprising USD 430 million from IDA and USD 100 million in commercial financing. Component 1, Electrification via Grids, includes construction of the new climate-resilient Gassi 225/90/30 kV substation and related procurement, SCADA works and installation of switchgears at the existing Gassi substation, and installation of a Commercial Management System together with 5,000 smart meters.
This request for expressions of interest is a follow-on procurement step under the project. The notice states that it follows the General Procurement Notice published on the Development Business Online portal on 28 Mar 2024, and that the Government of the Republic of Chad has received an IDA grant and intends to use part of it for this consultancy contract. The objective is to engage a reliable, qualified and independent firm to carry out technical and non-technical controls on the products sold and/or installed by the project's partner companies, covering solar home systems, solar equipment for productive uses and clean cooking equipment.
