02Project Background

The Somali Electricity Sector Recovery Project (SESRP) is financed by the World Bank under project ID P173088. The borrower is the Federal Republic of Somalia, the project cost is US$150 million, the project was approved by the World Bank Board on 8 December 2021 and is scheduled to close on 30 June 2028. Implementing agencies include the Federal Ministry of Energy and Water Resources (MoEWR), the Ministry of Energy and Minerals of Somaliland and the two finance ministries. The project development objective is to increase access to lower-cost and cleaner electricity supply in the project areas and to re-establish the electricity supply industry.

According to the World Bank's published project abstract, the project comprises four components: (i) sub-transmission and distribution network reconstruction, reinforcement and operational efficiency in the major load centres of Mogadishu and Hargeisa, including generator synchronisation and automation and network interconnection in the two load centres; (ii) hybridization and battery storage systems for minigrids, supporting the hybridization and optimisation of existing mini grids; (iii) stand-alone solar off-grid access to public institutions, financing the delivery, installation and operation and maintenance of Lighting Global-certified solar photovoltaic systems over the project lifetime for selected education and health facilities; and (iv) institutional development and capacity building.

This procurement falls under the second component of the project and provides a hybrid plant of 6 MWp of solar PV with 10 MWh of battery energy storage for Wamo Energy Service Company (WESCO) in Kismayo City, Jubaland State, in order to improve local supply reliability and the share of clean energy and to reduce generation costs. The notice states that the delivery period is twelve (12) months from the effective date and that the procurement is conducted by the Federal Ministry of Energy and Water Resources through a Request for Bids.
