01Project Overview
Project Name
Establishment of Long-Term Agreements for the supply, installation, testing, commissioning and maintenance of solar energy, solar lighting, solar water-pumping and hybrid power systems
Contracting Authority
United Nations Development Programme (UNDP) Yemen
Procurement Method
Invitation to Bid (ITB); bids are submitted through the UNDP Quantum supplier portal
Contract Form
Long-Term Agreement (LTA), covering successive supply, installation and maintenance assignments during the term of the agreement
Scope
Supply, installation, testing, commissioning and maintenance of solar energy systems, solar lighting systems, solar water-pumping systems and hybrid power systems
02Project Background
UNDP Yemen is establishing Long-Term Agreements by Invitation to Bid to provide an integrated framework for the supply, installation, testing, commissioning and maintenance of solar energy, solar lighting, solar water-pumping and hybrid power systems in Yemen. The notice states that the agreements are concluded in accordance with the UNDP General Conditions of Contract and the Schedule of Requirements.
Yemen has long faced tight electricity supply, with high-cost and unreliable diesel generation; distributed solar and solar water-pumping systems are widely deployed to replace or supplement conventional supply. This Long-Term Agreement covers generation, lighting and pumping applications, and includes hybrid power systems that meet continuous supply requirements.
The notice states that the pre-bid conference is optional and will be held online on 25 October 2026 from 10:00 to 11:30 Aden local time via Microsoft Teams.

07Evaluation Criteria
Technical and Service Evaluation70%
- The common approach is to assess the technical responsiveness of the bid to the four scope categories (generation, lighting, pumping and hybrid power), the soundness of equipment selection and configuration, the practicability of the installation and maintenance plan, and the match between key personnel qualifications and comparable experience
- The technical evaluation is usually pass or fail; bids not meeting the technical requirements do not proceed to price comparison
Price Evaluation30%
- The common approach is to compare price levels among technically compliant bids, with the price score usually derived from a ranking of prices from lowest to highest
- The technical and service score and the price score are then combined into an overall score
