02Project Background
Hessequa Municipality is a local municipality in the southern Western Cape of South Africa, with its administrative centre at Riversdale. The Municipality is procuring renewable energy infrastructure by way of open tender on an as-and-when-required basis, with orders placed over a three-year period.
Procurement of goods, works and services by South African organs of state and municipalities is subject to the preference points system set out in the Preferential Procurement Policy Framework Act (Act 5 of 1997) and the Preferential Procurement Regulations, 2022, with municipalities also applying their own supply chain management policies. The tender notice states that evaluation and adjudication follow those instruments and the Municipality's policy, and that a minimum functionality threshold also applies.
Renewable energy infrastructure framework contracts of the as-and-when-required type are commonly used to deploy small-scale solar photovoltaic, storage and related electrical installations on the distribution network as needs arise, with the Employer placing orders for individual sites over the contract term; the term for this contract is three years.
