The Electricity Access Scale-Up Project (EASP) is financed by the World Bank under Project ID P166685, with a commitment of US$638 million, approved by the World Bank Board of Executive Directors on 31 March 2022 and scheduled to close on 30 June 2027. It is implemented by the Ministry of Energy and Mineral Development and the Uganda Energy Credit Capitalisation Company. Its development objective is to increase access to energy for households, commercial enterprises, industrial parks and public institutions, with investments including grid expansion and connectivity (last-mile connections, and network expansion and strengthening) and electrification of public institutions by stand-alone solar technologies.
The Ministry of Energy and Mineral Development, as Employer, invites bids for the selection of Line Installation Contractors, with the works in this batch carried out in Non-Refugee Hosting Districts in various districts of the Eastern, Northern and Central Regions of Uganda. The contracts are performed in accordance with approved labour-based unit rates and transport unit rates, the construction period is six (6) months, and a domestic preference margin of 7.5 per cent applies for domestic bidders.
The notice states that bidders may bid for more than one lot, but no bidder may be awarded more than two contracts; a bidder seeking more than one contract must meet the multiple contract award methodology set out in Section III of the bidding document. Under the rated criteria, technical and non-price factors carry 70 per cent and bid cost 30 per cent.
