The United Nations Development Programme (UNDP), with support from the UNDP Regional Bureau for Arab States (RBAS) through the Engagement Facility Project, Regional Crisis Response Mechanism for Sub-regional Crisis, is implementing the project “From Crisis Response to System Resilience: Jordan Crisis-Resilient Demand Flexibility Package”. The project responds to the growing risks arising from the ongoing regional geopolitical crisis, which is disrupting energy markets, trade routes and supply chains and has significant implications for Jordan's energy security, economic stability and the continuity of essential services. Given Jordan's heavy reliance on imported energy and limited fiscal space, the project seeks to strengthen national resilience by advancing demand flexibility solutions that enhance the reliability of critical infrastructure, improve power system resilience and support a more adaptive and sustainable energy system.
Through this initiative UNDP supports the Government of Jordan, under the leadership of the Ministry of Energy and Mineral Resources (MEMR), in implementing the package. The package combines immediate electricity savings and peak-demand reduction measures with a structured pathway towards more scalable and bankable demand-side flexibility solutions, addressing immediate pressures while strengthening the long-term efficiency, reliability and resilience of Jordan's electricity system. The project has three outputs: Output (1) a national demand-flexibility coordination mechanism is operational and linked to critical-service resilience planning; Output (2) no-cost and low-cost demand-side measures are implemented in priority public and municipal facilities to reduce electricity consumption and peak demand while maintaining safe and reliable service delivery; Output (3) a bankable, regulator-supported ADSM and demand response pilot model is established and ready for implementation, with defined participants, operational rules and a monitoring framework in place.
This assignment is the energy audit analysis work for a public healthcare facility under the package, with Princess Basma Governmental Hospital as the facility audited. UNDP states in the procurement notice that this tender is managed through its Quantum supplier portal, that participants must complete supplier registration as instructed in the portal and subscribe to the procurement under reference UNDP-JOR-00731 in order to be notified of amendments, and that the detailed scope of work and technical requirements are set out in the negotiation documents available in the portal.
