02Project Background
The Inclusive Development through Electricity Access Project (IDEA) in Togo is supported by IDA financing and implemented by the Ministry of Energy and Mineral Resources. Its World Bank project number is P176769; the project was approved in May 2024 with a planned closing date of December 2029.
The project's development objectives are to improve the reliability of electricity supply in project areas, increase access to electricity services in project areas, and improve the commercial performance of the distribution company CEET. The project comprises three components: the first finances the construction of climate-resilient transmission lines, and the second expands electricity access in rural and urban areas through grid extension, network densification and off-grid solutions.
A key measure for improving the distribution company's commercial performance is revenue protection: smart metering and communication equipment allow meter data to be captured, non-technical losses to be identified, and metering and billing efficiency to be improved. The MV meter communication modems and LV smart meter data concentrators procured under this contract connect CEET's medium- and low-voltage smart meters to a unified meter management platform.
