The Strengthening Electricity Services Project (PASEL) is supported by an IBRD loan and implemented by the Ministry of Energy and Hydraulics of the Republic of the Congo together with Energie Electrique du Congo (E2C). The World Bank project number is P501343; the project was approved in June 2024 with a planned closing date of June 2028.
The project's development objective is to improve the quality of electricity service delivery, improve the performance of the distribution and retail segment, and improve access to electricity. It comprises four components; the component addressing the operational performance of the distribution and retail segment includes network densification and rehabilitation as well as energy-efficiency improvement of public lighting. This LED luminaire supply and installation contract forms part of the public-lighting energy-consumption reduction activities.
Brazzaville and Pointe-Noire are the two largest cities of the Republic of the Congo, where public lighting accounts for a significant share of municipal electricity use. By replacing luminaires with LED units at scale and providing complete lighting cabinets, the contract reduces public lighting electricity consumption and improves road lighting levels.
