The Federal Ministry of Power is Nigeria's power policy-making authority, guided by the National Electric Power Policy of 2001, the Electric Power Sector Reform Act of 2005, the Roadmap for Power Sector Reform of August 2010 and the Electricity Act 2023, and it includes a Department of Renewable and Rural Power Access responsible for promoting renewable energy and rural electrification. Public information from the Nigeria Energy Transition Plan records that Nigeria announced a commitment to carbon neutrality by 2060 at COP26 and subsequently unveiled the Energy Transition Plan, that the Climate Change Act 2021 has been passed and that the Energy Transition Plan has been approved by the Federal Government. Decentralised renewable water-supply facilities such as off-grid solar water pumps fall within the applications covered by these rural electrification and energy transition policies.
