02Project Background
Electricity supply in Lebanon has long relied on the state utility Électricité du Liban (EDL). Insufficient grid capacity and frequent outages mean that public service facilities such as schools and health centres generally need standby generation or alternative sources of power. Distributed photovoltaic systems have become the main technical route for public buildings to reduce electricity costs and improve supply reliability, because they can be built quickly and generate power on site. The Lebanese Ministry of Energy and Water is responsible for formulating and implementing electricity sector policy in Lebanon and operates a licensing mechanism for distributed renewable energy projects.
The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) maintains a field office in Lebanon that delivers education, health and social services to Palestine refugees in the country. Mansoura School in the southern Tyre Area is one of the facilities through which the Agency provides education services in that region. This invitation to bid covers the installation of a full-load PV system at the school, so that its electricity load can be met by photovoltaic generation, reducing running energy consumption and dependence on an unstable grid. The works form part of the school infrastructure delivered under the UNRWA digital education (Digi 2) programme.
