Background Sources
National Electric Power Company (NEPCO) of Jordan (
https://www.nepco.com.jo/en/), the transmission system operator of Jordan which is responsible for electricity sector development planning; the UNRWA notice states that the SMART programme deploys renewable energy systems, energy efficiency measures and improved energy management to reduce the Agency's operational energy costs and enhance energy security
02Project Background
UNRWA states in the notice that the advancement of the Sustainable Development Goals and United Nations development system reform, together with grassroots demand and the priorities of host governments and other Member States, create the conditions for an enhanced programme of work that promotes the use of photovoltaic systems and mainstreams environmental sustainability. In order to reduce operational energy costs, enhance energy security and resilience, and contribute to the Agency's climate action and greenhouse gas emission reduction, UNRWA's SMART programme supports its broader sustainability strategy and donor commitments through the deployment of renewable energy systems, energy efficiency measures and improved energy management practices.
Electricity transmission in Jordan is operated by the National Electric Power Company (NEPCO), and the country has continued to raise the share of renewable energy in its electricity mix in recent years. As part of the forthcoming implementation phase of photovoltaic systems under SMART, UNRWA plans to roll out PV installations across selected schools and health centres in Jordan so as to provide services to Palestine refugees in camps at an optimum level, operating in sharing mode with the available grid electricity through an 'import all – export all' methodology or in accordance with the latest regulations applicable on the date of award.
Under this package the successful contractor is required not only to procure and install the PV systems but also to provide three years of operation and maintenance services and spare parts, so that the systems maintain stable generating capacity throughout the operating period.

07Evaluation Method
Technical Evaluation60%
- Assessment of the system design, conformity of equipment specifications, installation and commissioning methodology, O&M service plan and similar experience in the technical proposal.
- For PV procurement and installation projects with O&M, the soundness of the system design and the practicability of the O&M plan are commonly the main scoring factors.
- A pass in the technical evaluation is a precondition for a bid to proceed to the financial evaluation
Financial Evaluation30%
- Assessment of the completeness and reasonableness of the price in the financial proposal, and verification that the price is consistent with the bill of quantities and the scope of O&M services.
- Prices are generally required to cover all costs of equipment and materials, transport, installation and commissioning, O&M services and taxes
Qualification and Compliance10%
