02Project Background
The Ministry of Energy and Water is the competent authority for electricity affairs in Lebanon. Its published notices record that the subordinate electricity regulatory authority launched, in July 2026, a pilot phase for the licensing of distributed renewable energy projects, which are being advanced through an institutionalised licensing process. Wind speed, snow load and lightning density are basic meteorological parameters required for wind farm siting, transmission line design and lightning protection and earthing systems.
This service is procured by UNDP Lebanon through a Request for Proposal. Its scope is to collect and evaluate the three categories of data in Lebanon, providing a basis for the planning and design of renewable energy projects. According to the procurement portal information stated in the notice, the submission deadline has been extended twice, on 15 October 2026 and 22 October 2026, and now stands at 13 November 2026 at 09:00 New York time.

07Evaluation Criteria
Technical and Methodology Evaluation70%
- The common approach is to assess the proposal's understanding of the scope, the technical soundness of the data collection and analysis methods, the arrangement of measurement points and observation periods, and the match between key personnel qualifications and comparable experience
- The technical evaluation is usually pass or fail; proposals not meeting the technical requirements do not proceed to price comparison
Price Evaluation30%
- The common approach is to compare price levels among technically compliant proposals, with the price score usually derived from a ranking of prices from lowest to highest
