About two thirds of Mozambique's population of some 33 million live in rural areas, and access to basic services and infrastructure remains limited. In its Mozambique country assessment, the World Bank identifies inadequate infrastructure as one of the long-standing structural constraints on the country's economic growth, with the reach of the grid and the capacity of its distribution networks among the most immediate of them.
The Mission 300 programme advanced jointly by the World Bank and the African Development Bank targets new electricity access for 300 million Africans by 2030, and the World Bank has issued a dedicated results brief on accelerating Mozambique's progress towards universal energy access. As the capital and largest city, Maputo's ability to meet urban demand depends directly on expanding and improving the reliability of its distribution network, which is the purpose served by this procurement of a 200 kVA transformer substation.
