07Evaluation Criteria
Technical and Service Evaluation60%
- The common approach is to assess the technical responsiveness of the bid to the solar power system requirements, the soundness of equipment selection and configuration, the practicability of the installation proposal and the match between comparable experience and implementation capability
- Technical evaluation is usually pass-or-fail, and bids that do not meet the technical requirements of the solicitation do not proceed to price comparison
Price Evaluation40%
- The common approach is to compare price levels among technically compliant bids, with the price score usually derived from a ranking of prices from lowest to highest
- The technical and service score and the price score are then combined into an overall score
