02Project Background
Bitou Municipality is located along the Garden Route in the Western Cape of South Africa, and Natures Valley is a coastal settlement within its area. The Municipality is procuring one 1 MVA, 22/11 kV ground-mounted transformer by open tender for equipment renewal and capacity assurance on the local distribution network.
The 22/11 kV combination is a common voltage arrangement on South African municipal distribution networks, and ground-mounted transformers of this kind are installed at distribution substations or on plinths to step down the medium-voltage network for residential and commercial customers. This is a once-off supply contract whose scope covers delivery and offloading.
Equipment procurement by South African municipalities is subject to the preference points system of the Preferential Procurement Policy Framework Act (Act 5 of 1997) and the Preferential Procurement Regulations, 2022, and is organised within the municipality's supply chain management policy.
