Lebanon's power supply has long been constrained by insufficient generation capacity, and the hours of supply delivered to the public grid by Électricité du Liban are limited, so that the electricity and lighting needs of public institutions and public service facilities depend to a large extent on supply arrangements outside the public grid. The Directorate General of Water and Electric Resources, which sits under the Ministry of Energy and Water of Lebanon, is charged with the development, construction and operation of water and electricity resources and is the contracting authority for this procurement.
Civil Defence centres (الدفاع المدني) carry out emergency and rescue duties, and their continuous operation places direct requirements on the reliability of power supply. Off-grid solar lighting does not depend on the public grid and can illuminate the premises and facilities of Civil Defence centres when grid supply is insufficient or interrupted; under this procurement the Directorate General of Water and Electric Resources is procuring and installing solar-powered lighting devices for Civil Defence centres located in the various regions of Lebanon.
This procurement is published in accordance with Lebanese public procurement law on the electronic platform of the Public Procurement Authority, which publishes the tender notice and tender documents for the procurement; both the place for submitting bids and the place for obtaining the tender documents are at the Diwan service of the Directorate General of Water and Electric Resources.
