In the desert oases of southern Libya, dispersed water wells have long relied on diesel generating sets to drive submersible pumps, with fuel transported over long distances, high operating costs and interruptions in power supply translating directly into interruptions in water supply. Al-Kufra lies in south-eastern Libya, where Well No. 2 covered by this procurement is located. The UNDP Libya office states in the notice that the objective is to inspect and assess the existing well and to supply, install, test, commission and hand over a complete grid-interactive solar-powered water pumping system.
The notice sets out the technical scope of the works: borehole CCTV inspection and groundwater quality testing of the well, pumping tests and the resulting well condition assessment with recommendations; followed by a 290 m³/h submersible pump at 85 m total dynamic head, a 180 kWp photovoltaic array, solar variable frequency drive controls, mounting structures, electrical protection, earthing and lightning protection, together with training and documentation, so that the system is delivered in a fully operational state.
The Renewable Energy Authority of Libya (REAOL) is the national body responsible for the development and deployment of renewable energy in Libya. It was established in 2007 by Decision No. 426, with a mandate that includes promoting the use of renewable energy in the country. Converting water supply facilities in remote areas to solar-powered systems is consistent with that mandate.

| Contract Form | Contracts of this type for solar-powered water supply systems are normally awarded as lump-sum, single-package delivery contracts in which the price covers design, supply, installation, testing, commissioning and training throughout |
| Payment Arrangement | Comparable contracts are commonly paid against milestones, typically an advance after signature followed by payments on delivery of equipment, completion of installation and acceptance, with the final instalment released at the end of the defects liability period |
| Performance Security | Projects of this type normally require a performance security expressed as a percentage of the contract price, generally provided in the form of a bank guarantee or an on-demand guarantee |
| Taxes and Insurance | Contracts of this type generally place all local taxes, transport insurance and erection all-risks insurance on the contractor, to be included in the offered price |
| Defects Liability and Warranty | Contracts of this type ordinarily provide a defects liability period of not less than twelve months during which the contractor rectifies defects at its own cost, and require delivery of warranty certificates, operation and maintenance manuals and as-built drawings |
