02Project Background
The Mt. Coffee Hydropower Plant (MCHPP) is located about 30 km from Monrovia and has an installed capacity of 88 MW, accounting for about 70% of Liberia's generation. The extension increases the plant's capacity by 42 MW without altering the dam or intake structures and while ensuring continuous operation of the existing units.
The extension is based on four additional 10.5 MW Z-type Kaplan vertical turbines together with an extension of the existing powerhouse and associated civil works. It is executed through two contracts: Package 1 (civil works) and Package 2, the present hydro-electromechanical (HEM) works.
The contract falls under the Regional Emergency Solar Power Intervention Project (RESPITE), a regional project covering Liberia, Sierra Leone, Chad and Togo. Its development objective is to rapidly increase grid-connected renewable energy capacity and strengthen regional integration in the participating countries. Implementation agencies include the Liberia Electricity Corporation, the Electricity Distribution and Supply Authority, the Societe Nationale d'Electricite du Tchad, the Togolese Rural Electrification and Renewable Energy Agency and the West African Power Pool Secretariat.
