The Kassala Health Citadel, where the facilities covered by this tender are located, is implemented by UNOPS on behalf of the Kassala State Ministry of Health with funding from the Italian Agency for Development Cooperation (AICS) since 2017. The complex has delivered imaging and laboratory rehabilitation at the diagnostic centre, reconstruction and expansion of the blood bank, public facility blocks at the maternity hospital and a new general surgery unit, with a dialysis centre extension under way. This solar PV tender covers the Saudi Maternity Hospital, the Blood Bank and the Training Room within the complex.
The ongoing conflict in Sudan has left 70 to 80 per cent of healthcare facilities in affected regions non-operational. Kassala State hosts more than 108,000 refugees alongside a growing number of internally displaced people, and demand for specialised treatment has risen sharply. Damage to the national electricity network is estimated at around USD 3 billion, and electricity access stands at roughly 45 to 60 per cent of the population. Healthcare facilities have long relied on diesel generation, where fuel price volatility and supply interruptions directly affect the continuous operation of cold chain, imaging and emergency equipment.
Sudan sits within the global solar belt, with more than 300 days of sunshine a year and horizontal irradiation of about 5.5 to 7.5 kWh per square metre per day. Solar systems can be installed rapidly, operate independently of the national grid and be deployed in a decentralised manner. UNDP has already converted 110 healthcare facilities in Sudan to solar power. This procurement equips the facilities above with solar PV systems so that stable power supply sustains continuous clinical service.
